Food Entrepreneurs – San Mateo County If you plan to sell your product to clients (no resale), farmers market, or catering (except personal-chef cooking at your clients’ homes), you must obtain a permit from the San Mateo County Environmental Health Department. You also must use a licensed commercial kitchen to prepare, cook, and/or bake your product. You cannot use your kitchen at home.
